I was wondering if it possible to install an FX-8370E on my Gigabyte Ultra-Durable 970A-UD3P (Revision 2), since my FX-6300 is bottle-necking my GTX 1060.

It will support it, but it wont provide the gain you are looking for.
Bottom line is that anything in the FX line will bottleneck a 1060 (especially the 6gb version) when the game is CPU intensive.

Money will be better spent saving up for Ryzen or Intel platform, buying another AM3+ CPU in 2017 is just throwing good money after bad

The cores are identical between the two CPUs. You'll not gain one iota of IPC, you'll just gain more cores and a slightly higher boost clock. If your games don't need or won't make use of the extra module (2-ALUs 1-splittable FPU) in the 8370, you can gain the same performance by setting your current CPU boost clock to 4.3 GHz, which would be the same as the 8370. Your base clock is already higher than the 8370e, so you may actually lose performance in some cases.

But, I watched a video about some benchmarks with the 8350 and a 1060, and there was really no bottleneck at all

It's all about whether or not the game is CPU bound or GPU bound, and this varies on a per game basis.

If the game is GPU bound, your 6300 shouldn't be an issue, and an 8xxx isn't likely to give you significantly better performance.

If the game is CPU bound, an 8xxx CPU may give you better performance, and it's just as likely not going to as well. You'll see better performance if, and only if the CPU is clocked higher or the game can use the one extra module.
