RX 460 wont work with old XPS 8300

Recently I bought a graphic card upgrade for my computer. I have a 460 watt power supply and I have upgraded my bios. My graphic card still wont work. I don't know what to do. I've tried everything. Please help.

Whenever i plug in the fans for my gpu my monitor ,mouse, and keyboard wont turn on even if my monitor is connected to my mobo.
