Storage HDD Issue

So I've completed an upgraded build going from an FX 8350 processor to Ryzen 5 1600x. I installed windows 10 on my old SSD that was in the previous build that was wiped clean. No problems at all, installed drivers and carried on as usual. I decided I wanted to also use my old 1Tb HDD from the old build as well. I mounted it in the case, powered it, and connected a sata cable like I've done countless times building. Upon turning on my PC, it gets to the bios, then gets stuck on a looping loading gif. It never reaches windows loading and my keyboard/mice lights go dead. After unplugging the HDD sata the PC boots as normal to the windows 10 on the SSD. Any ideas?

I can use the SSD by itself just fine. I am here now with a new windows 10 copy installed on it and replying to you right now. When only the HDD is plugged in, the PC gets stuck in bios and my keyboard/mouse turn off and become useless. I have tried plugging in and old win7 usb to boot into to try to erase/format the HD to wipe it clean but as soon as the windows files load, the keyboard/mouse turn off and i cannot input any action to get to the next steps (also not working when i try to use a different keyboard/mouse). I've done the same thing using the win10 usb and after windows files load there, the keyboard/mouse stay on but the display is stuck on a flat blue screen. It seems as though the drive is corrupted and I just want a way to access it and reformat/erase it for further use. I have no interest for any data left on it.
