GPU spinning, but no visual output??

First here are the specs:

Motherboard: MSI 970a-G43 PLUS
RAM (x2): Kingston 4GB 240-Pin DDR3 SDRAM DDR3 1333
CPU: AMD AM3+
GPU (x2): Sapphire 4Gb 470 rx
PSU: Corsair 1000w

So the set up is that I have the two GPUs connected to the motherboard with powered risers. When I start up the rig, everything appears to be working fine--heatsink fan spins, USB stick used as harddrive lights up, etc. After about a minute, the GPU fans will start spinning, but ONLY if the riser isn't connected to the PCI-e slot (the GPU is connected to the power source directly, as is the powered riser).

No matter what I do, I'm not getting any visual output from the rig (I've tried multiple different visual inputs: HDMI, VGA, DVI).

Suggestions?

This happened to me alot with my AMD R9 380X it kept giving no Output . But i fixed it just by plugging out and plugging in like an idiot . At the end i just shut off the pc restarted it and it worked . Or try disconnect ur Case Fan ( or any of your RAM sticks , might fix .... )
