Good PC, Low FPS / Stutter

Hello! I bought my PC in July 2016, and it has been running well. High FPS whilst gaming, High FPS whilst Gaming + Streaming etc. But lately.. Yeah lately I have found it stutters alot during gaming, and dropping in FPS.
Even more when lagging.. I bought a prebuilt PC and I got the latest W10 (it forced me :<)

My drivers are not the latest, because when I did install the latest Nvidia Driver my PC just got worse, so I had to rewind it.

This is the setup:
CPU: Intel i7-4790 3.60GHz
GPU: Nvidia GeForce GTX 970 4GB
RAM: 16,0 GB (13,0 Available, currently using 5.5 for some reason)
DirectX: 12


I mean, I dont feel like doing anything fancy, I wanna play my games in Ultra like always with good FPS.
I casually wanna stream or record something without problems.
What have happened during one year that messed things up?

I dont download files on the PC more than Steam games really.. :/

That's odd. Try to update your motherboard's chipset drivers. If you don't know what your Motherboard is download a program called CPU Z and it should tell you what Motherboard you have. If you wanna be lazy use a auto detecting drivers program like Driver Easy
