1080 Ti now or Volta/2070/2080

Surely the 2070 will match the 1080TI (or close to it)...and the 2080 will be the new performing leader; but you're looking at a wait for Volta consumer GPUs to hit the shelves. Last I checked, I saw Q1 2018 (but anyone's guess is good at this time).
The 1080TI is still reletively new, and is a fantastic card. Unless you're dead set on 100fps @ 2160p + Ultra Settings...don't wait for the 20XX cards.

Why would anyone want 100 FPS at 4K, no monitor can show that(at least currently).
To OP - get the 1080 Ti IMO, for 4K gaming it's still pretty good, but do keep in mind that it won't last very long at 4K even though it's a beast. But the fact is, with the rate at which game graphics are advancing, even a 2080 wouldn't last too long, so it's best you get the 1080 Ti, run it for as long as you can, then sell it off and buy the best at that time again - it's the only way you can continue playing AAA games at 4K.

I'm not going to assume. I would wait until all the cards are on the table. Even AMD says it will squash the 1080 Ti with its top Vega GFX card. There is much to learn after the release. Exercise patience and in about a week(less than) you will see what Vega has to say to Nvidia. Will it be a roar such as it was with Ryzen or?
Volta? 2018. No need to add fire to rumors.

The Op is obviously concerned with "future proofing", and the range of 2160p @ 144hz displays will be coming out Q3/4 2017...close to a Volta release.
The 1080ti handles 2560x1440/120hz+, 3440x1440/100hz, and 3820x2160/60hz very well...but the aforementioned displays will merit the newest (VOLTA) GPUs.
I'm going to stay put with my 2016 setup I yet to have troubles

buy top PC and always replace it every 3 years I feel this one is fine to try going for 4-5 on it. SLI has always let me skip a line atleast. that's the plus of SLI and more frames most my games are 2014 to 2017 a few before that and few 2018 so far no troubles I Am sure I will be able to buy 2018 games with no problems with my 2 1080gtx cards After all most game makers aim for midrange systems for the most part.
