Can this system take any decent 1080p graphics card

Does this system (Lenovo H30-00) have enough wattage for the EVGA 950(Found it cheap)?
If not what gpus does the system have enough wattage for?
Is a Gt 1030 a good choice?

Not knowing your psu capability, the strongest card that can be supported in a pcie x16 slot will be the GTX1050ti.
You need to look for two things:
1. No need for a Aux 6 pin pcie power adapter. The GTX950 needs one, so that will not do.
2. It looks like your case is slim, so you will need a low profile card. It is not clear to me if you also need a single slot card.

It's unlikely that it can handle a 950, and it's equally as possible that it won't handle any 1080p GPU at all. I can't find any wattage statistics on it, but it's likely to be 200-240W, which is probably barely enough for a GT 1030. You could try a GT 1030, however I wouldn't be surprised if it doesn't work.
