The 92mm fans will get noisy when they spin up under load.
I would look for a cooler with a 120mm fan if possible.

If you have 160mm available for a cooler, I suggest the $35 scythe kotetsu.
It competes with noctua NH-U12s

If you have only 145mm height available, then the similarly priced cryorig H7 is excellent

While it may be of similar size to the Noctua NH-D9L that fact is the fans on the Noctua are light years ahead of whatever no name fans are on that ebay thing. Not to mention the extra cables, universal mounting and build quality. So yeah the Noctua might be a lot more expensive but its price is realistic for whats in the box. https://pcpartpicker.com/product/8pgPxr/noctua-cpu-cooler-nhd9l

That said I'm sure this ebay thing is also priced correctly for whats in the box. So set your expectations accordingly.

As per your request, I am encouraging you to buy it.

But if you just asked my honest advice, I would say leave it alone. A lot of boards that use AM3 processors have substandard VRM cooling and those type fans don't help much. You might want to look at a really good blow down fan. There is a reason AMD uses the Wraith coolers. They blow a lot of air down and are quite. Voice of experience here. I had a tower cooler and swapped out for a Wraith and it works way better.
