Wireless Network w/ NAS for 400 users, $20000 budget.

I've seen similar questions asked, but most were more funds limited than I am. I'm fortunate to have a pretty big budget for this project, but I've never set up anything of this scale before and have no idea what hardware I actually need.

I'm thinking this route:
ISP modem -> router -> switch -> APs
(NAS attached... somewhere)

My trouble is I have no idea what issues I'm going to run into scaling to this large of a network.

Our building is old, and has thick brick walls. I'm estimating I'll need about 22 APs to get close to line of site for everyone who needs access. I'd also like to add a NAS. Ideally, I'd like to be able to stream 1080p video from the NAS to devices on the network. I've only ever setup a pseudo-NAS with some external hard drives at home.

Preferably, I'd like one network ID to limit the need to constantly switch between APs. I've seen this done before, but don't know how to set it up myself.

We're getting about 100mbps from our ISP, but I'm looking to up that to 200-300 for this many people on the network.

400 users. What is the cost of downtime? If significant, then you can't have a single point of failure. That means multiple ISPs with multiple WANs. That means a multi-wan router. A pair of switches with LAG groups to your APs.

You probably need to bring in a consultant to DESIGN this system.
