GPU not showing up in device manager and not getting a POST screen

i just installed a new CPU and mobo with my old GTX 1070 and PSU with new sticks of RAM and when i try to launch my computer with my HDMI cable plugged in to my 1070 nothing pops up. blank screen. but when i plug my HDMI into my mobo for the on board graphics that works. I tried to update my GPU drivers but its saying it cant find any hardware to update.

My gpu is working fine as it works in other computers and i never really had a problem with it. Im looking at it now and the lights are on and the fans are running.

Things ive tried:
1: Look in my BIOS and make sure its running off of the PCIe port (i only have 1)
2: Disabled my onboard graphics in BIOS
3: uninstalled all drivers for integrated graphics and reinstalled them (cant for my GPU as i mentioned its not able to detect my gpu there and throws back an error saying it cant find any hardware)
4: reseat my GPU
5: reset BIOS
6: update all mobo drivers
ive tried a handfull of other things too.



Parts:
Mobo: Gigabyte H110M-A LGA 1151
CPU: Intel I3 6100 1151 Chipset
RAM: 2x8 Sticks of Vengeance (16GB of RAM)
GPU: Nvidia GTX 1070
PSU: 500W corsair
HDD: 1TB Western digital

Solution
Ended up fixing it. i took out the GPU to make sure it was seated properly, decided to dust it off since it was out of the case in the open for about a day. cleaning it with a soft bristle brush seemed to let it be able to make contact with the port properly and all is good now.

Im running on F20 for my BIOS right now, the latest version is F21 but its not letting me update to that because it seems like thats only for 32 bit OS

as far as PCI slots go, i only have one

Tried this multiple times, made sure all pins where connected (the 6pin and 2pin) as well as its making full contact and inserted to the port, still nothing

I tested it with my other card, its an older radeon, works fine. it just seems to be this card with this mobo thats causing issues
 
It's starting to sound like a PSU thing. I've looked online and a lot of people suspect that 500wt is enough for that card. But depending on the age of the PSU and the other devices on your system, you could be hitting the limits of your PSU to provide enough power to the card.

Honestly for newer technologies and card etc... I never recommend less then a 750wt PSU.

You could try only using th 6x plug and see if that works, if that doesn't you can try to remove all non critical devices from the board, such as secondary hard drives, dvd/cd rom drives etc... and only try booting with the bare components needed for the system.

i didnt try only the 6 pin yet and i'll give that a go
regarding only bare units though, i have. ive launched it only having GPU, CPU, and ram (just to see if i could get any screen POST and get to the bios) that didnt seem to work. i checked my wattage and it seems to be fine, nothing really taking up a whole lot. I had this card before in my old pc and just moved it over. same PSU, only difference is the mobo ram, and cpu. the card and PSU ran perfect before with an i5 in it, and now its only an i3
