I'm making my first budget pc build in a few weeks, I got all the parts I need it comes out to just over 400, and for the processor I'm wondering what should I get. I'm thinking about an i3, but people are saying either a pentium or an i5, I'm just looking to play games like kerbal space program, terraria, rocket league, and gta5. my motherboard is an AS ROCK b250 micro atx

Prices...
if you're getting a CORE i3 7100, the Pentium G4560 is almost the same thing but with .4 GHz less clock speed, but half the price.

I'd say the system should hold up decently, provided the video card is a 1050 or better, in those games. Just don't go crazy on visual settings.

I'd get this, if Windows is already taken care of.

The CPU from what I've seen can hold up a steady 50+ frames in GTA V provided the settings aren't locked in to cause the video card to start bottlenecking it. The video card is $25 more than it's usual price because of the cryptocurrency rush but it's not a bad price and it's got some solid performance to it. If you don't have windows, switch it out for a GTX 1050 or 1050Ti
