is it safe to buy graphics cards used for bitcoin mining

I've been looking into buying a 1070 recently and the one i want keeps going out of stock because of its lower price. Would it be safe to buy one that was used for bitcoin mining?

i read a article on this. it says really "buyer beware". these mining cards were running 24/7 nonstop for weeks on end. as with any electrical hardware, that places strain on the components. whereas you and i may play a game for 4-5 hours or use the compuiter and turn it off, giving the components a "rest", these gpu were not. constantly going at 100% for weeks severely degrades components.
like driving a brand new car at top speed 100% for weeks with no stop and then selling the car with a million miles on it. would you buy it?
it boils down to if you want to chance it, go ahead.

Not saying I want to toss a mining card into my rig, but that is a horrible anology. A car at max speed for a million miles has thousands of moving parts to wear out, a gpu has 1-3 (the fans) I'd much rather have the GPU. If they crash as low as they did during the previous mining craze crash I'll probably pick up a nice cheap 1070.
