i7-7700k running at low speeds

Hi,

I've recently built a new computer. Ever since I finished it in March (2017), It has been running at a clock speed of about 1.40 GHz. I understand that while idling or browsing the internet, the CPU doesn't need to be running at such a high clock speed. However, when I'm gaming, PUBG in particular, my frames start to spike and I constantly have a low FPS. Only during rendering a video or running a stress test on my CPU does the clock speed reach its full clock speed at about 4.2 GHz. I have tried changing my boot setup to allow all cores to be active in ms-config. However, that didn't help the speed. I have also tried changing the clock ratio, voltage and boost in bios and Intel Extreme Tuning Utility. Both didn't have an effect on my CPU speed.

Specs for my PC:
Motherboard: Gigabyte Z270 Gaming
GPU: Nvidia GTX 1070
CPU: i7-7700k
CPU Cooler: Cooler Master Hyper 212 Evo
RAM: 32gb G-Skill
PSU: 850 watts

I'd be very grateful if someone could help me figure this issue out. And if anyone has the same problem, please let me know if you have found a solution.

Set the BIOS to Optimized defaults.

Reboot and go back into the BOIS and set the Memory to XMP.

Reboot again and go back in the BIOS and see what speed the CPU is running, don't manually change anything.

Why are you not using the Gigabyte Software that came with the motherboard?

Tell us what speed the CPU is running in the BIOS, also CPU temp and Voltage... IN the BIOS.

Also get the newest BIOS for your motherboard and update the BIOS.


We will get to the CPU cooler next as it is weak for a i7 7700K, that's a budget cooler.
