CSGO Fps issue. 1080 ti

I'm getting roughly 80-200fps in CSGO. I have disabled frame limiting and V-sync is not enabled. I've been browsing threads but none of them relate to CSGO. I've browsed around a few threads trying different fixes but none have worked so far. Strangest thing to me is at the lowest possible settings and the highest my frames stay around 80-200.

Stuff:
GTX 1080ti || i7-3930k || 16GB RAM || 1000W Plat || Rampage IV Mobo

Things I've tried:
Restarting comp || Reinstalling drivers || Prefer max performance in Nvidia control panel || Turn V-sync off in-game and Cpanel

As a side note I play Overwatch and I have the settings on there maxed out. I get 300+fps but the game doesn't let it go any higher.

I'm stumped. Anyone smarter than me feel like giving this a whirl?

when your fps gets that high you run into cpu bottlenecks. The gpu is basically waiting on info from the CPU about where to draw things. Even if the scene is just a fraction of a hair different, it needs to process enemy locations and hit data all over again

It's 99% likely that it's the CPU. CS:GO is really CPU intensive and loves really high end CPUs. My 6700k and 1070 can get around 350 usually, So I would have to assume it is in fact the 3930k.

Hmm. Sounds about right but I'm just curious that I get around 160 frames in BF1 maxed out. A game that I feel looks way more graphically intense than CSGO.
