Use Windows key of a dead Laptop(Not OEM)

I have my dead laptop's windows key(It's not OEM). Can I use it on another pc/laptop? By doing some internet searches found out that I need to deactivate the key from the old pc using command prompt. Since it's a dead pc, is there any other ways?

yes.

If the old pc is out of commision it should be nice and legalish and from experince it should just activate when you put the key in. if not it should give you a phone number to call and the nice friendly robot will help. you need to input some code and it'll give you another code.

...but generally it only makes you call the robot after something like 7 activations (moves) of the same license.
