Msi afterburner showing wrong clock speed on cpu i5 6600

I have an i5 6600 non K on a asrock z170 pro4 motherboard. I'm running bios 3.70 and have the bclk set to 130. Equating to around 4.3ghz. cpu's and Hwinfo both read the CPU as 4.3ghz but when gaming Msi afterburner shows it as 3340mhz. So two questions, is afterburner wrong or is the clock speed being reverted back to stock when gaming?

CPU frequency with afterburner? I dont even have the option to monitor cpu frequency from within afterburner. Are you using the in game overlay to see that? If so that's riva tuner and it is probably wrong if cpu-z and hwinfo both show 4.3ghz.
