Processor runs at 30% of its capable maximum frequency

I was testing games on a low-spec laptop, and first I tested a game meeting the recommended requirements. Even with all settings on low, it was EXTREMELY laggy.
According to Resource Monitor (Windows 7), the maximum frequency of the CPU was only 30%, rarely rising to 35%. Even with high-load tasks, the maximum frequency stays at 30%, with the CPU usage at 90-100%.
Specs:-
Dell Latitude D630
Windows 7 Ultimate 32bit with SP1
Core 2 Duo T7250 @ 2GHz
2GB DDR2 Ram
Graphics:- Mobile Intel 965 Express Chipset Family @ 512MB
Hard Disk Drive:- 120GB
This problem occured after installing SP1 of Windows 7. I've already hard rebooted the laptop 3 times, but no changes.

No, but seriously that's the only reason it would be running so slow. The iGPU is also not up to spec, that could be it.
