Motherboard Boot Loop (GA-78LMT-USB3 REV 4.1) (No OS)

Hello guys, I recently purchased a new case and a new hard drive as the previous one was becoming old and slow. I took out the motherboard from the old case and put in in the new one (Corsair Carbide 300R) and plugged everything back as it was in the old case.

However once I turned the PC on, I was stuck in an endless boot loop. This has never occured in the previous case. (Not that a new case should or would affect a motherboard boot loop.) I was unable to enter the BIOS at first however, I discovered that I enter it if I press the reset button on my case during the boot loop and then enter the BIOS using the DEL key. I loaded the default settings in the bios to make sure everything was ok. I checked everything in the BIOS. It shows my CPU,Ram and hard drive as it would normally. I saved and quit the BIOS and hoped for the best, however to no avail.

I would like to mention that as of now the PC does not have an OS and i tried to install it via flash drive. However if i try to enter the boot order during the motherboard logo screen it just quickly cuts to the boot loop (with a singular blinking cursor at the top left corner).

My Specs:

Motherboard - GA-78LMT-USB3 REV 4.1
CPU - FX 6350
GPU - RX 460
Hard Drive - 1tb WD
Power Supply - Aerocool Integrator 700W 80+ Certified

At this point I'm thinking of buying an LGA 1150 motherboard and a used i5. However i would like that to be my last resort.
