Can't change minimum and maximum processor state.

my minimum and maximum processor state are both set to 100% and for some reason i can't change them they are like stuck to 100% even if i try to restore my settings to default the settings will still remain at 100%
i want to change my minimum processor to 5%. cause my laptop is overheating a lot and sometimes my laptop's screen blacks out while I'm playing games or running 3-D software rendering
it's really starting to get annoying, if anyone has a solution for my problem please help,much appreciate, Thank You

What CPU do you have? What with are you trying to set the settings with?

I've Intel Core i7-5200U CPU
and i'm changing these settings using controlpanel>power options> change plan setting> advance settings.
under the processor power management you'll see the minimum and maximum processor state settings

I dont have laptop so I cant see these otpions. But are you administrator?
Did you click "Change settings that are currently unavaible"
Did you change it for all the plans?

yes, I'm administrator and I've never used those settings before but ever since my laptop blacking out issue started, I've been looking up all over the internet to find my solution and the only answer I get is to change your minimum processor setting to 5% but it's 100% for all my plan settings and for some reason I not able to change these settings

Tried right clicking the numbers? Double clicking? Everything?
So is it like, when you change it, it goes back to 100 or You cant just click it?

yes, just like that I type in the number 5 and click apply and it revert back to 100%

So I assume you are on your administrator account.
If you put the minimum settings to 5 and press enter will it stay?
Resetting seem'd to put it to 5%?
TRY THIS: Press restore to defaults, then apply

I've already tried it, it didn't work even if I hit apply or OK It will just turn back to 100% after few seconds

it just show all my other plans there is like power saving, Dell, High performance and Balance. right now Balance is active and no matter what plan setting I use the minimum power state will remain at 100%

I may have found a solution.
Could you search for "Intel power management" or some 3rd party power managment utility installed. It sets it back to what its set from the software.

Then its an other software, I cant help anymore im out of ideas, maybe just try everything on the power settings. I cant think of anything else

excuse me i'm interfering but i'm also having the same problem in my intel i5-6200U cpu in my windows 10 laptop ; ..my maximum processor state is set to 100% which over
heats my laptop so I tried reducing the maximum processor state but whenever I type 90 at the place of 100 and press apply It does not work and it stays at 100% like
nothing ever happened I have tried everything including looking through my bios and my whole laptop settings but I cant seem to be able to change the state .everytime
I try to change it it goes back to 100% is there really nothing you can do about this problem.

is there a solution?

try uninstalling the dell power management software

which laptop brand and model is it?

Most likely the power management is done by a 3rd party software installed from the manufacturer of the laptop like Dell power management. Here you can see how to configure the Dell software, it´s not english but should be self explanatory:

Is the CPU really always at 100%?

check with coretemp or similar

update all drivers from the product service/support homepage
