Asrock USB issues

I have the ASrock z170m pro4s MB. The back side USB ports work fine. It is the plug in ones on the MB to connect to the case USB are the problem. When the cable is connected ONE USB on the case works but the other is dead. Okay maybe the cable is bad. I buy a cable which connects to two USBs and its the same thng - One works and the other is dead. I look at the MB and see that there is one PIN is not installed so I thought the MB was bad but after looking at the MB manual - THATS NORMAL. Theres suppose to be ONE PIN missing. Well is it a software driver issue? Seems strange one USB works but the one next to it doesn't. The label on the MB says Front Side USB 3.0. The other day I installed a larger SSD drive and when I put the case back together the Case USB didn't work at all - both sides. Maybe a combination of lousy male connectors??
