Psu popping and rig wont power on

I just got the last part of my rig in the mail. I wired everything up, plugged in the monitor, keyboard, and mouse, and plugged in the psu (it doesn't have an on/off switch). It made a few popping noises a bit over 1 second apart, and I immediately unplugged it. I'm afraid to plug the power supply back in because I dont want to damage my components. I tried plugging in a strait power supply of the same variety with nothing attatched to it, and it did the same thing. I tried the paperclip test, and it didn't work. Do you think that my components are okay? This is my first build, so I dont have another psu to test with. Here is my build:

CPU- Ryzen 5 1400 with wraith mini cooler
Mobo- Msi B350 Tomahawk
RAM- Kingston HyperX Fury dddr4 2133 2x4gb
GPU- EVGA 1050ti SSC
PSU- EVGA 400w 80+Bronze
Storage- WD Blue 250 gb SSD
Case- Deepcool Tesseract SW (but I don't really think it matters)

Please help me figure this out. This is my first computer build and I am really ready to just have it boot. Thanks all :)

Thats a mediocre psu. You should never cheap out on psu as its the heart of the pc. If it failed the paperclip test and didnt power the pc, it is probably a bad unit. Since its new, i beleive you can still RMA it or return it. If possible, then return it and get a better quality psu like corsair cx450m or seasonic s12ii 430w.
