What are your specs? Apparently there's nothing else to reduce in there, the game settings you are using are pretty much the lowest as possible as the game can use All quality settings are 0 the max is 3 and the rest is Low which is the lowest settings in the game, you could try reducing sg.Resolution.Quality but your game will look very blurry and ugly since this settings has an effect on how the image quality is defined, usualy at 100 it means normal game screen definition, less then that the more blurry and pixelated the game will be.

If you are running the game on a low spec machine.. then I would sadly say that the game uses Unreal Engine 4 which heavily rely on both CPU and GPU to run well..
