Zero response = mobo issue? (no fans, no lights, no beeps, psu good)

I think the title got it mostly!

One day my pc just plain refused to start up. Absolutely nothing happens when I push power. I thought it might be an issue with the PSU or front pannel connectors, but tried another confirmed working PSU and shorted the power and still nothing. Also tried shorting CMOS jumpers and nothing. The only thing I couldn't do was take out the CMOS battery since it's attached with tape in a super hard to reach way (mini-itx board).

No lights, no fans, no beeps, no indication of anything powered, nothing.

So from what I gather the likely culprit is the motherboard? Is there anything else I can do to eliminate the possibility that it's the cpu? I don't have any spare parts to test.

My system:
CPU Intel - Core i7-6700 3.4GHz Quad-Core Processor
Motherboard Gigabyte - GA-Z170N-Gaming 5 Mini ITX LGA1151
Memory Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-2133 Memory
Storage Samsung - 850 EVO 250GB M.2-2280 Solid State Drive
Power Supply Corsair - SF 450W 80+ Gold Certified Fully-Modular SFX Power Supply

That would suggest a MOBO issue.
Fresh (known working) PSU = No Activity? >> MOBO
Clearing CMOS = No Activity? >> MOBO
Tried Old PSU on different MOBO and works? >> MOBO
!!! Stupid Question, Have you checked to make sure the power in the wall is 120v? Or that the selector switch is pointing to the right frequency (US = 40Hz and 120v) on the PSU?

!!! Stupid Question, Have you checked to make sure the power in the wall is 120v? Or that the selector switch is pointing to the right frequency (US = 40Hz and 120v) on the PSU?
