GTX 1060 Possible Coil Whine?

I just purchased a new EVGA GTX 1060 and placed it in my computer. The computer boots up to the desktop with no big problems, save for my computer making a *very* loud buzzing noise. Having looked into coil whine it seems comparatively loud and hard, whereas other cases I've seen seem to be much less intense. The moment I hit the power button on the computer the very loud whining starts. Is this positively coil whine, or something else, and if it is, what are some efficient fixes?

Well, after lots of eldritch magic and common sense, I found that a PCI chip cord was resting on the fan blades. Thanks everyone, but it turns out I'm just an idiot!

No, that doesn't sound like any coil whine I've heard before. It's more of a mechanical sound, like something is scrapping. I once heard a HDD sound a bit like that when the head was touching the spinning platter, but I'm sure you'd know if that was happening. My only other guess would be a fan that's rubbing or has a bearing that's gone....don't know what else could make that sound.
 
Holy... that is 110% negative. That is NOT coil whine :D
That sounds like a fan hitting something, or a ball bearing gone really bad.

Simple check, just use a program and adjust every fan up and down in rpm. Or pull one fan plug to check, good? fine put the plug back in and pull the next one.

Sidenote about coil whine since you asked:
If you ever come across a card that has coil whine and you want to silence it alittle or completly. Use clear nail polish on the coil(s).
Thats what I used when I fixed old CRT tv`s back in the days and used it on a friends 980ti since he had coil whine is his. Works like a charm.
