Bought an HD 6970, cant seem to find working drivers + monitor acts like it's in 4:3

So I bought a used hd 6970 for about $60 on ebay recently and right now I can't seem to find any drivers for it, and also, the fact that right now it's acting like it's in 4:3, and the current resolution is 1024x768 with black bars all around it, any idea how to fix.

This is not at all abnormal.
The fact is hat you can just used it in regular VGA mode.

Get the latest drivers from here and you will be happy:
Install and restart the computer:
http://support.amd.com/en-us/download

Specifically: HD 6970
Windows 10 64 bit: http://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows+10+-+64

Specifically: HD 6970

I tried installing, but it said "No AMD graphics driver is installed, or the AMD driver is not functioning properly. Please install the AMD driver appropriate for your AMD hardware."
