Looking to upgrade my motherboard and possibly CPU to work with XFX Radeon RX 460 video card

I currently run Windows 10 and have currently AMD Radeon 6700 sapphire video card with i3-2120 @3.30 GHZ and 4 GB memory using ASRock H61M-VS motherboard. But when I try to install the new video card it is not recognized I thought it was compatible. Any advice on new motherboard/cpu needed would be very helpful not looking to spend alot but if i could find something reasonable would be great. Not sure what to look for I mainly play World of Warcraft and Diablo 3 when I have time, browse internet and music. Thank you in advance for any suggestions or advice.

Have you tried plugging in the 6pin power connector?
Are you using any adapters?
Has it ever worked?
Have you tried any other video cards?
Have you tried it in any other computers?
Have you tried shutting it all down and resetting/removing the CMOS battery?]

I did plug in the 6 pin power connector it plugs in the same as my 6700 card that I am using now I use HDMI cable and works on the 6700 but doesn't on the 460. Hasn't worked since got it well the fan runs and it lights up the for whatever reason the monitor just stays black. I only have the one computer so no haven't tried in any other. I believe I did try shutting down and removing that battery if it is a little round disc type one and putting back in but still same result. I'm not that savvy when comes to computers but did look up different troubleshooting tips I haven't tried recently to install it, its been about a month or two.

was the PSU unplugged when the cmos battery was removed? How is the monitor hooked up? those are the only variables i see unchecked so far. Compatibility wise, anything that works with the 6000 series should work with the 400 series, except the dell XPS 8300.

I don't remember if I had the power supply unplugged or not but I use an HDMI cable to connect to the monitor
Update*
I did reset bios and when I plug in the 460 card everything turns on and lights up but will not boot up
