CPU core voltage won't decrease from 4.125

CPU-Z as well as another program Core-Temp both show a core voltage of 4.125 for my AMD FX-8120 running at 2.8 ghz yet in my BIOS I have skimmed through EVERY single available option to me and the only thing regarding the CPU's voltage that is changeable is via "Cell menu" (from initial bios setup screen) and then scrolling down to something referring to CPU VID and I have it set to 1.3000v and yet after saving and quitting it is not changed via any diagnostics.

Kinda stumped thanks all in advance

AMD FX-8120 @ 2.8 ghz
8GB ram
CPU temps are idle at 20-30 c

Yes sorry both of you, I typed it wrong It is 1.425 core voltage. Sorry. does this seem high? And abnormal that it won't change? In bios it stays to whatever setting I saved and exited at last time.

My reasons are that I don't have the best cooling in my case and my CPU idles at 30 c usually and jumps to 40-50 when I start using some CPU intensive programs and I read that declocking rarely sees significant heat improvement but rather the actual voltage will.
