Mouse Sensitivity bugged on my windows

So i use 400 dpi and it seems kinda fast,i get in game (csgo) with 2.2 sens and it seems super fast,so i went to a friend to try my mouse,and i used the exact same settings, (400 dpi and 2.2 sens)the mouse was going slow asf,why is this happening,it wasnt doing that before (i tried 2 mouse's so far and it only happens on my windows) does anyone have a solution to that,do i need to format?
 
Mice are differently sensitive on different computers because you can set the sensitivity in windows and that effects pretty much everything including sensitivity in (many but not all) games.

On your friends computer:
Open Mouse in the control panel
click on the Pointer Options tab
under "Select a pointer speed" adjust it to be faster.
It says pointer speed but it's actually the mouse sensitivity

Also, you can adjust the DPI on some mice if you use their software. A change in DPI settings will affect how fast the mouse seems to move.

400dpi is fairly low so that should mean you can turn and look faster in a game like CSGO BUT... an overly sensitive mouse can make it difficult to aim.

Pro gamers use mice with very High DPI and then they turn up the sensitivity. High DPI can make it feel less sensitive which can make turning a looking a bit slower but aiming much easier. They tend to turn up the sensitivity to a point that they can both turn and look quickly while still being slow enough to aim. But if I was a pro gamer I'd bind a button to change the sensitivity while I'm attempting to aim/shoot.

I obviously tried changing the windows sens,im not stupid,there's something else going on and i cant figure it out,he has windows 10 (i formatted and i think it kinda fixed it but not much)
