New PC build / Lag when loading Game

I recently built a new gaming rig. After installing all the drivers for mobo, gfx, ssd, updating the bios for the mobo, and any other programs i could think of i started to play some games. As I started playing "Dark and Light" (Ark 2.0) i noticed when ever i would load the game the loading screen would stutter and the FPS would drop to 2-3 ish. My discord would start to lag and i would come across as a robot, as would my friends. When watching a video on youtube the video would lag but the audio would be fine. While in the game everything worked fine, only when loading into the game or into a server would i get this fps drop and discord lag.
My cpu are around 30% to 40% and ram around 30% usage when loading. The cpu and gpu temps look fine.

I even tried launching the game with different launch parameters in steam "-USEALLAVAILABLECORES -novsync" to not only work on that stutter but to also get better FPS in game, the FPS increased but nothing for the stutter. When in game i get around 40-70 fps depending.

I tested it with Ark: Survival evolved to see if maybe it was just DnL and maybe Ark was better optimized but it also did the same lag. I tried a couple other games and did not notice this lag.

I also tested it on my gaming laptop and with DnL and Discord there were no issues, the loading screens did not stutter and no lag on discord which leads me to believe its something im missing or perhaps the engine hates AMD.

If you could lead me toward any solutions, or tests i could run to hunt down the issue that would be great.

Willobe, as far as i know the problem is with direct x. I played batman arkham origins a few years ago , it worked perfectly but laaged like hell on some places on map and the cinematics were played like they were pictures.. but the fps of normal game was good without any lag.. so i searched and searched and found that direct x was creating the problem.. as far as i remeber i changed the values of some attributes from false to true and vice versa in an .ini file of the setup and it worked.. no more drop.. i dont exactly remember the values but search the problem keeping this thing in mind... you will get the solution.. its not a performance issue but a small bug or compatibiity issue.. hope i prove a little help

Are you running the newest bios for your motherboard? I assume this install of Windows is fresh with the new build? (You'd be surprised how many people just try to put drivers on an old windows install). Do you have windows set to high performance?

Everything was new and Freshly installed (windows 10 pro), I updated the mobo bios to the latest, and im using windows game mode in the settings (but does the same with or without the setting turned on). I also tried with and without the MSI mobo game boost settings, same results.

Your definitely going to get lag and its really nothing to be worried about! Your CPU usage is going up and being used up all by the game so it could load up if you have high settings too so its really nothing to be worried about.

Except my Laptop does not do this only my new desktop i just built, my friends i game with do not have this issue either.
