Dual 1070 or 1080 Ti or wait for Vega?

Which would give me the most impact performance wise, and additional gtx 1070 or sell the current 1070 and save up some extra money along with the money from selling the card to buy a 1080 ti or wait for the VEGA card.

If your performance is limited by your GTX1070, and not the cpu, then an upgrade is in order.

sli will give you impressive benchmarks, but gameplay will be better with a single great card.
SLI is prone to stuttering and screen tearing. Also, some games do not support sli.
If you need an upgrade today, GTX1080ti will be a good one.

No telling what vega/volta will bring, when it will come, what the performance will be, and how much it will cost.

Usually, a truly big jump in performance over current offerings will come at an exceptionally high price.
If you already have a gtx 1070 I would wait for Volta or 2018 AMD high end gpus. Vega is not supposed to be in the same region as gtx 1080 ti in terms of performance, but still surpass gtx 1080. Why upgrade twice in a single gpu generation? The time, effort and money are not worth it.
