My cpu wont work with cooler attached to it

So one day my cpu was getting really hot didnt know why uninstalled my 212 look at cpu had a few bent pins then when i bent them back i installed it put cooler back on it didnt post or beep just silence so then i tried it with the stock cooler and didnt work so i put the computer case on its back and put cooler on top of the cpu without latching it like last time and worked fine turned on posted loaded into bios all that stuff and now when ever i try installing the cooler it doesnt work is it a cpu thing btw my specs are
Fx 8320e
Asus m5a97 r2.0
FE gtx 970
16gb ddr3 1333mhz
Hyper 212 evo

Should i just scrap those 2 and buy a new cpu and motherboard?

Mounting the actual cooler will press the cpu down into the socket an extra half millimeter or so....

I'd inspect for slightly bent pins a little more closely. Bent pins can ruin things quickly...; if socket gets damaged, things get bad quickly, as that can rebend pins on CPU when attempting to mount cooler...
