Have 16 GB RAM only showing 3.98GB

So I checked my system info recently and noticed that it says I have 16 GB installed but only 3.98 GB usable, after more tinkering I fount that my BIOS says i have 4096 MB installed and 4079 MB usable, I have a 64 bit system and I have already tried unchecking the max ram in msconfig.

edit: Found that 12 gb of ram is hardware reserved, but that doesn't seem right, what's going on?

I have a 750 ti boost and I already reset the Bios and updated too, I also recently did a fac reset still same problem

I'm not sure what you mean by the first question but yes i am absolutely sure this is 64 bit
