Got a new graphics card, CPU, motherboard, RAM, but still get fps drop

Hi all Im getting very frustrated. I'm not getting the frame rates I would like. And it seems to be jumping around a lot. Sometimes I have 60 next second I could have 15 or 20. It pisses me off because I just built a pc for my buddy and we have almost identicle builds. Just different GPU. He's using the 1060. I get an average of 50 fps playing wow on ultra settings. Average 40 on pubg ultra , yet he is averaging 80 in pubg and around the same in wow on the same settings... I'm about to 'howtobasic' my whole build. Something must clearly be putting a big load on my CPU? Idk. Help. current build-
Mobo- msi pro carbon z270
CPU- i5 7600
GPU- 11 gig GeForce gtx 1080 ti.
Two 1080p 60 hz monitors.

WoW loves Intel/Nvidia based builds. I do hope that that is a 7600k and not a regular 7600. If so, you wasted a lot of money on motherboard. Just as a future recommendation, get some 1440p monitors. That 1080ti is super overkill, for 1080p.

For the problem at hand, I do agree on the fresh install of Windows. It eliminates any potential conflicts when you went from your previous setup, to your current one. While the 1080ti shouldn't struggle at all, shadows on low, and view distance to 7 may help you too. That is how I run my settings, and while I have a 6700k, I have a much weaker gtx 980, and I do not struggle anywhere.

I seem to just only be having trouble with pubg and wow. At first I thought it was only when I was streaming but then I realized that even with the stream turned off and nothing else but my game and steam running, my fps was only between 40-55 ish. And it spikes a lot. This just bothers me so much because I just bought a 1080 ti, new motherboard and CPU
