Trying to validate 12V Speedfan reading on a non monitored statistic

Recently our computer has been on the fritz and after eliminating) our video card, we suspect the power supply isn't supplying enough to keep the system running , however our BIOS and most other applications don't show a 12V reading (which leads me to assume our motherboard doesn't monitor that statistic) but Speedfan does, giving a definitely problematic 9.87V,
Is there any way I can confirm whether or not this is an accurate reading before I take drastic measure?
(I don't have a multimeter on hand, apologies.)
 
Solution
Onboard voltage sensors are pretty craptastic.

If it's under 10V, your computer almost certainly won't even boot.

Get a multimeter.

Also, full model numbers of the PSU and GPU would help, as well as descriptions of what happens when there's an issue.
