Need help in upgrading my old computer!

I want to upgrade my old system. The current specs are these:
-ASUS P5KPL-SE motherboard
-Intel Pentium E5200 CPU
-2 GB DDR2 Ram
-Sapphie Radeon HD 4670 GPU
-400W PSU

I found an Intel Core 2 Quad Q9650 to replace the CPU. My questions:
-What GPU would you recommend without any or minimal bottleneck and fits into the 400W power range?
-Would be the ARCTIC COOLING Alpine 11 Pro Rev. 2 cooler enough for the CPU?

Um... Doom 2016 need more power than your system overall has now.
You should look into maybe upgrading your whole computer. Motherboard, cpu, ram, gpu, etc etc.

The system you have now is how old? 8 - 10 years? Cant expect that to run GTA IV and Doom 2016...

I want to use it for full hd gaming. There are some games that don't play well on this system including Assassin's Creed IV, GTA IV, Doom 2016.
