GTX 1050 2G need help!

Hello,
I have a Nvidia geforce gtx 1050 2g. I have really low fps in almost all games... I get around 20-30fps in all games on Ultra and same on lowest settings. Any ideas? I got 100% usage of gpu and around 40-50% cpu in cms 2018 and get around 20-30fps on any settings and any resolution.
Processor- AMD Athlon II x4 3ghz
Ram- 10gb DDR3
Power supply- 450w

I'd recommend a guide for your generation CPU. A quick web search should help. It's been ages since I OC'd an Athlon II. Should be a baseclock of some sort you can raise a bit. This number is used with a multiplier to give you your CPU speed. Be aware it increases the RAM and HyperTransport bus as well.

That might be the case, but i get same fps at lowest settings as on ultra.. and cpu usage in-game is arouns 40-50% and gpu 90-100% that is weird.

Well Im having this issue since I changed my old amd crappy card with this one. I tried most of the newer games like Dying light, Space engineers, NFS 2k15, GTA V, H1Z1 kotk, The Crew etc. I also tried some unity games like My summer car, rev heads and everything the same.. can´t get over 30fps most of the time. Only game I get over 60fps in is Rust. Yea and CS:GO runs around 90-250 yes that big gap.

Well my old card was AMD Radeon HD 5570 1G I think. And I was getting 80-120fps in csgo. And other games ran fine on lowest details and HD resolution sometimes 1024x768. And I didnt try OC on my CPU but one weird think I didnt mentioned. The CPU should run on 3ghz max but when I look in system informations it shows up 3,01ghz but it always shown 3,00ghz before the new GPU.

Well, I tried every nvidia driver that exists for this card and it ran even worse with older drivers. I didnt try to update my bios.. I dont even know if there is any update for my MB.. This means that I have 8yrs old bios driver. Could that be the problem? MB is Gigabyte but I dont know the full name and I cant get it right now because Im on vacation. But I have a photo of inside of my computer if that help.

 
Not sure what else to try without more hardware. I'd try overclocking your CPU or GPU a small amount to see if there is any change. Even a small adjustment for temporary check shouldn't hurt anything. This could help to narrow down where the problem is if a bottleneck is the cause.
