Specs:
17 6700k 4.00ghz
32g RAM DDR3
GTX 1070 8gb VRAM

It feels like my pc should be smashing games like Fallout 4/Garry's Mod/ETC out of the water but my fps still dips into the 30's and 40's.

inadequate cooling might cause thermal throttling
try to use some apps to check your hardware status and post it here (something like CPU-Z / MSI Afterburner + Rivatuner)
on fallout 4, might depend on your mods
but u should be smacking Garry's Mod s ass pretty hard with that rig, so there might be some problem there
