PC is blank then beeps after a minute, Then turns on too blank bios screen then restarts and repeats

i know its not an issue with overheating or my mb
This problem occured when I unplugged a hd containing crap and plugged in a CD drive it beeped a bunch and turned off. I unplugged it and now I'm here

Welp, the problem may be in the PSU or the mobo's SATA/IDE controllers.
