Recorded footage looks better than what my monitor is showing me?

For starters all my games look like shit, Whether I'm recording or not.
However, when I record- and later review the footage although what I saw was an blurry/washed out mess (whilst I was playing the game) the footage looks clear and vibrant- and ultimately how the games should look!
Only issues I can think of is either replacing my CPU (i7 4770k @3.4ghz overclocked to 3.9ghz)
replacing my monitor (which is 5+ years)
or replacing my HDMI.
 
Solution
It's most definitely your monitor causing the games to look bad.
CSGO is running at like 200+ FPS or whatever, and your monitor can't really handle that.
But the recording is only 60FPS (at most) so the monitor can handle that.

You just need a new good monitor, i.e.:

And you should probably use the new HDMI cable the monitor comes with, unless it also comes with a displayport cable, which is better and most modern GPUs support it.

Please list the specs of your system, including the monitor model. Also, what games and settings are we talking about?

That CPU is still very capable and should not cause games too look like " **** ".

Unlikely to be your HDMI.

Motherboard: MSI (Micro Star) Z87-G45 GAMING
GPU: Evga gtx 980- 4gb.
RAM: 16gb
Monitor- Acer H6 H236HL bid 23" Black Full HD

By the way any and all games- even including CSGO- which is relatively low graphic.
Performance Is great though, they just look awful.

So when you compare the way games appear on your system to how games appear on other systems (example being watching a streamer) you feel your games appear "awful"?

You are sure that you have adjusted the graphic settings in-game for the games you play (I gotto ask).

Has this always been a problem or is it a new problem?

Have you attempted to play on another monitor with your PC?

You are connecting your monitor via HDMI-HDMI, and not using an adapter?

From what i can deduce it seems like your monitor is suffering from ghosting (or less likely, overshoot).

Does your monitor have any Overdrive settings in the OCD menu?

Not that I can tell, I'm still really confused as to whether or not the issue is even being caused by my monitor- after all, I can watch the footage recorded on my monitor and it looks really nice/crisp.
