Big Problem! Video card does not work no matter what. Please help!

Hello! I have a huge problem! I had a computer with R9 270 2 GB . 2 moths ago it started acting weird mouse accelerating so I lowered the sensitivity to compensate for it.It runned pretty well but with a bit of lag.At first I didn't take it seriously. After a week it started going even faster so I lowered the sensitivity again. This time it felt with more lag than before. After a week the sensitivity increased again so I lowered the sensitivity in my games again to compensate even if I had lag when looking around. I continued doing this for a month until I reached 0 sensitivity on my games and the sensitivity despite being on 0 was insane, at the same time having big lag when looking around. So I went to a computer repair center. I gave them my computer and after a couple of days they called to tell me that my video card is destroyed and I need to buy another and they will replace it and everything will be fine. So I went with the a graphics card they replaced it they also cleared my computer of dust and reinstalled my Windows so evertyhing looked it to have been fixed. But when I got home it started again. The same issue. And it is getting worse and worse every week. What can I do? Might it be because the elctricty voltage- I also have protection for high voltage so I don't think so. Might it be another electronic device interfering? I also had this problem with my PS 4 so it is not just my computer. Please help me! What can I do? Thank you!
