High GPU clock at idle?

Is it normal to experience a GPU clock at 1569 Mhz at idle? Normally, it's around 139 Mhz, but when I turn the computer on, it boots up with this clock speed for some reason, causing my temperatures to increase. I don't think it's an issue with cooling, but perhaps some software causing it. Does anyone know what could be the cause? I've tried reinstalling and installing drivers.

GTX 1080 Ti
16 GB 3200 Mhz RAM
MSI Carbon Pro AM4 Motherboard
 
Solution
Browsers, Logitech's gaming software and many other programs will use GPU acceleration. Most have an option to turn that off, but if you don't, your GPU will clock up.

There are settings in overclocking software like msi afterburner that could force base clocks at all times. Have you messed around with any gpu overclocking software?

Are you using GPU-Z to get the clocks? If so go to the sensors tab, is there any load on the gpu? Do the clocks drop back down soon after boot up?

It looks like there is a load, but I can't figure out where it's coming from. Nothing is running like games and I've uninstalled all GPU-related software like EVGA Precision and Afterburner

i have the same issue with my MSI GTX 1080Ti and i have 144Hz monitor. so when you set the monitor refresh rate to 144Hz the Idle temps 60C and clocks speeds are on 1500MHz. when i set my monitor refresh rate to 120Hz the idle temps and Clockspeeds drop down to 29C 200Mhz something like that. no idea how to get this fixed.
 


Use 120hz at the desktop, and when in a game, set the refresh rate within the game settings. High refresh rates often require higher memory clocks to operate without flickering. This is how they function.
