PCI 2 vs 3 GPU? Which one should i buy?

Simplified answer:It doesn`t matter if it is 2 or 3.
And more advanced answer would be: the model of graphic card is important and its other characteristics, not pcie 2.0 or 3.0 support.

Okay, i currently own a Radeon R7 240, which i want to upgrade. But the thing is i don't live in the United States, hence the prices over in my country are drastically different (somehow) in comparison to the prices on official websites. For example a Asus Radeon RX 550 4GB GDDR5 is around 10900BDT (my country's currency) which equates to around 133.95 USD whereas the price for the GPU on newegg.com is 110$ usd. What i can do is give the names of the cards available in my country which are within my budget and you can tell me which ones the best for me?

The hierarchy chart will help but you'd probably also want to stick with newer gpus. What psu you have and what will fit your case will matter too. Also the rest of the pc specs may limit the best you should get.
