Fan full speed lower than advertised or degraded?

Hi everyone,

I was wondering if it's normal that my case fans that are supposed to be able to rotate at a speed of 1200 rpm only rotate at +- 1010 rpm in full speed?

Is this a false marketing technique? Or am I bad at placing my fans correctly? Or could there be some other issue like a lack of power/voltage from the motherboard? Or is it possible that fans degrade slightly over time?
I've had these Cooler Master fans for about 2 years now and I'm running in in a high spec'ed self build desktop.

It's only recently that I started monitoring my hardware 24/24 so I don't know if this was also the case when the fans and computer were brand new.


PS:
I'm monitoring my desktop hardware to find out the cause of my CPU overheating, it could be the CPU fan because I'm currently running the Intel stock fan because my aftermarket gamaxx 400 broke off.
Because of that I recently underclocked my CPU again, but that was not enough to stop it from overheating fairly quick.
