Gpu speed at 37% all the time is this right

Just brought a new EX-GTX1060 and fitted it myself I am A bad noob when it comes to gamping pcs when in game my vram usage is 58% my gpu speed is 37 and my temp is 77 is this right some times crashes when I try to click on gaming mode OC in the tweak please help

77C is a bit too high for your GPU. Which software did u use to overclock? U might have messed up some settings in the software. Reset it to default and monitor the temps.

"gpu speed is 37" I have no idea what that means. 37%? It could be the power consumption if you're using MSI Afterburner. Scroll down and u'll see other stats.
