My PC's gaming performance is not as good as it should be.

So guys, I have AMD A6 7400K(3.9 GHz),NVIDIA GTX960 2GB,8 GB RAM, but I have pretty low fps in many games and lots of frame drops.I will give you an example of my PC's bad performance...my laptop has intel core i3 3110(2.4 GHz),NVIDIA GT640M and 8 GB RAM, but it still runs GTA V a bit better than my PC...The temperatures seem to be ok,the pc is not in energy economy or balance mode,I close every background unnecessary process and everything looks fine except the fact that tha cpu usage in task manager gets very high easily, especially when i run games.In this case,the cpu usage usually reaches 100% .Maybe this is the problem, but it think that my cpu is supposed to have better performance than that.Any thoughts?Can I try anything to fix it?

The single-threaded performance of an A6-7400k should be slightly faster than an i3-3110M, but it's only a 2-core, 2-thread processor, where the i3 is a 2-core, 4-thread processor, allowing it to handle multithreaded games a bit better. GTA V tends to be more CPU limited than many other games, and recommends a 4-core processor in its minimum requirements. So, at least in that game, the processor is probably maxed out under full load the entire time, and the graphics card has to wait for it to complete its calculations each frame.
