Fan Speed Revving?

Hello, I'm a bit of a PC noob I'm not sure what to do or what is causing this. I recently changed some settings because my PC would overheat, the fans would go Mach 5 and the monitor would go black. So I set my fan RPM to 3,000 and now it revs up to about 3100+ then down to 2900 then back and forth between those numbers. Please help I don't want PC to fry I already know I'm having issues with the graphics card it overheats way too fast...
