New graphics card, still won't run COD Black Ops 3

I asked for some advice awhile back on updating a graphics card so my husband could play COD Black Ops 3. We have a really old custom built computer that had cards that wouldn't run Direct X 11. So I installed a new card yesterday but am still getting the same error when trying to run the game "No Direct X 11 card found". I know this is somewhat common with this game but the only fixes I can find are for Windows 7 or Nvidia cards, I have neither. Drivers are updated to the ones from 7/20/17 and I deleted all the Nvidia drivers and programs. Can anyone help? I did mess around with dxcpl.exe way back when to try and force the game to run on the old graphics cards, is that messing it up now? It was awhile back and I honestly don't remember what I did, which is stupid I know.

Intel i7 930 @ 2.8 ghz
Gigabyte X58A-UD3R mobo
6 gb RAM
Windows 10 Pro
Radeon Rx 550 w/ 4 gb (I know this is too good for my processor but it was cheap)
750 watt power supply

Old graphics cards were Nvidia GTS 250 x 2 w/ SLI enabled

Thank you for any help, this is SO frustrating.

I thought I uninstalled everything Nvidia but what is DDU? EDIT: Got it, I am trying that now.

I used DDU and uninstalled all drivers and reinstalled new ones. It it still didn't work. Then I figured it out. It was the dxcpl. I had used that program to try and force the game to run on the old video card awhile ago. As soon as I removed it from that list it worked! Thank you all :)
