Buying OEM CPU off of Ebay

I'm really interested in purchasing a Xeon E3-1231V3 as an upgrade to my i3-4150 considering it is cheaper than the i7-4790 or i7-4790k. However I've noticed that microcenter and newegg are both out of stock and amazon is rather expensive. Looking for opinions on this eBay listing: http://m.ebay.com/itm/263100260758?_mwBanner=1

The seller seems reputable and the price seems really good? Legit? Thoughts and opinions are appreciated!

Definitely get it at that price. It's cheap because that CPU has always been the, "i7 performance for the i5 price" CPU. The only 2 downsides are that it's clocked only at 3.4GHz and just turbos to 3.8GHz and you can't overclock it. It's slower than the Core i7 4770. If there's any way you can up the bclk to 117 or so do it.
