The above * (notes) on the User Manual pertains to supporting up to speeds of 2666MHz only when all 4 RAM slots are populated (i.e., 2 RAMs per channel), depending on the RAM chips' rank design. Consequently, if only 2 RAM slots are populated (i.e., 1 RAM per channel), the CPU/MB can support higher speeds, also depending on the RAM chips' rank design.
Note that the data above were limitations of the Ryzen on memory support
prior to the May 2017 microcode update. During that time, 3000MHz and 3400MHz RAM speeds were not supported (as you can see in the User Manual's lack of "3000(O.C)" in the list)
After the microcode update, a lot of RAM kits have been tested to support such speeds, including your RAM kit, based on Asus' updated QVL.
But Ryzen is picky when it comes to RAM compatibility, so, on the matter of using all 4 RAM slots at 3000MHz speeds, I think (might be wrong unless there are some new updates) it will still default at ~2133MHz or a bit higher (depending on the Ryzen CPU chip's capabilities).
Hence, most recommended going for a 16GB (2 x 8GB) RAM kit right away (instead of 2 x 4GB and adding another 2 x 4GB in the future) so you can achieve 16GB capacity using only 2 RAMs at high speeds.
