PC not booting or posting or anything

Okay so I got a new MSI Z270-A PRO motherboard, and a new i7-7700K CPU. I have installed both into the case and when trying to power up, on the "EZ debug LED" light panel, a white light comes on at the CPU spot, the rear case fan spins briefly as well as the PSU fan, this all happens in about a second or less, then upon pushing the power button again, I get nothing, after flipping the I/O switch off for 10 seconds, then back on, pushing the power button just repeats the fans and light. I've checked the CPU socket and all pins are fine and it locks in place without any issues. I have tried powering with just one ram in various slots and tried with different ram sticks in various spots. All lead up to the same thing. Any ideas? I also even tried putting the CPU in the old motherboard and no LED on it but the fans spin just the same, then stop. I haven't assembled anything in this PC for almost a year so I may have forgotten some steps so if this is a rookie mistake or something confusing please help me fix it.
 
Solution
Try other SATA ports and cables. Also try other SATA power plugs. Update to the latest motherboard bios. Could be a PSU issue so if you have another try it.

The motherboard I was using with my previous cpu, an i5-6600k, the motherboard is a gigabyte GA-Z170X-UD3, according to pcpartpicker the motherboard would be compatible with the new i7 but except that the 170 chipset might need a BIOS update before using kaby lake. I tried it to make sure there wasn't some fault with one of the components and both instances give the same results. Fans spin then off also yes in the case with the new motherboard and the ole motherboard, I had the 24 pin power and the CPU power all plugged in as well as the CPU cooler fan

Well idk why this is happening but I am getting it to turn on, except for when I plug on my SATA cables that connect to my HDDs. If I disconnect the HDDs but leave the cable plugged in, it runs fine, add even one HDD and it's back to no lights or fans.
